Development schemes / Welfare of OBC Department Development schemes

The annual plan and Schematic fund are implemented through different Departments. These Departments are utilizing fund for the welfare of the people of the State through development of Agriculture, Communication, Health, Education, Housing and Industry. The OBC population are also getting benefit from these  welfare Schemes. While implementation of the development Schemes, some preference are given to the OBC people in some cases. The OBC welfare Department is also implementing some development schemes of the department of its  own and those are  as follows  :-(a) Development of Education and (b) Economic development.

  1. EDUCATIONAL DEVELOPMENT :-

 The main schemes under education sector are as under:-

1. Pre- Matric Scholarship:- The OBC students who are reading in class VI to VII are getting scholarship @ 40/- and who are reading in class IX & X are getting @ 50/- month per students for a period of 10 months in a year. The income bar for this scheme is Rs. 44,500/- annually.

This Scholarship is given for 10(ten) months in a year to those students whose family income is within Rs 1,00,000/- (Rupees one lakh only)

3. Dr. B.R. Ambedkar Memorial Award:-

The OBC students who passed Madhyamik/ HS examination and who secured 1st division (60%) in final examinations are getting award @ 1,500/- each in a year.

4. Gold Medal:-

5. Vidya Sagar Socio Cultural Award:-

The Scheme was started during 2001. Persons belonging to OBCs involved in social work or have remarkable contributions in the society in respect of Literature, Science, Folk song etc. are provided with this award every year, the monitory value of which is 15,000/-. So for 13 eminent personalities have received this award.

6. Training in GNM Course:-

The OBC students are sponsored for GNM course in college outside the State. The achievement is this respect is as bellow:-

B. ECONOMIC:-

11. Financial Assistance for Medical Treatment:-

The poor OBC people are getting financial assistance for medical treatment @ 2,500/- per patient for treatment inside the State and @ 5,000/- for treatment outside the State and in special cases @ 8,000/- The achievement is this respect is as bellow:-

12. Loan to the poor OBC people from OBC Cooperative Development Corporation Ltd:-

The poor OBC people are getting loan from the Corporation in different schemes for self employment like Agriculture, Animal Husbandry/Small Business. Purchasing of Auto Rickshaw on minimum interest. Besides, the OBC students who are pursuing higher studies are also getting loan for their education purpose. The present rate of Loan is Rs. 2.00 Lakh for Agriculture & Animal rearing, Rs. 2.00 to 5.00 Lakhs for business purpose, Rs. 3.38 Lakhs for vehicle purchase and 5.00 Lakhs for Higher Studies. The pattern of loan is in simple interest.

13. Bimal Sinha Memorial Guest House:-

The State Govt. has established a guest house at Krishnanagar, Agartala for Bishnupriya Manipuris with bed capacity of 66. This Guest house is mainly for Bishnupriya Manipuri’s but others belonging to OBC communities are also being allowed accommodation there.

14. Indira Awas Yojna:-

Beneficiaries from OBC Communities and below the poverty line are given subsidies for construction of dwelling house.

15. Land allotment:-

As per Norms of the Tripura land allotment Rules 1980 Beneficiaries from OBC Communities and below the poverty line are given allotment of khas land.

16. OBC Reservation:-

The Government of India has introduced 27% reservation for OBCs in employment and education as  there are only 7.5% reservation for the Scheduled Tribes and 15 % for Scheduled castes under Government of India. Thus, total reservation for SCs, STs & OBCs is 49.5% which is below the permissible limit of 50% reservation in accordance with the verdict of the Hon’ble Supreme Court.

 In Tripura the total OBC population is 24% as per survey made in 1995. Whereas total reservation already provided to SCs and ST stands 48%, in Tripura of which for SCs17% and STs 31% respectively. As a result, there is no scope to provide reservation to 24% OBCs in Tripura State in accordance  to the judgment of the Hon’ble Supreme Court given in the case of Indira Sawhney Vs Union of India and Other (reported in AIR, 1993 SC 477) total reservation in a State cannot exceed 50%.
